The Bundesland Baden-Wuerttemberg, which was founded in 1952, is located in the South-West of Germany. The Federal State Baden-Wuerttemberg is after Bavaria and Lower Saxony, the third largest state, bordering on France to the West and Switzerland and Austria to the South.
The Landesgewerbeamt or State Office of Trade, the State Credit Bank Landeskreditbank-Förderbank, the Steinbeis Foundation with its Transfer Centres, the Agency for International Economic Cooperation and the Chambers and Associations of Trade and Commerce (Baden-Württembergischer Handwerkstag, Industrie- und Handelskammern) are actively engaged in the promotion of trade and industry.
With its first initiative for the support of new businesses between 1994 and 1996, and with the current initiative II which forms part of its "Young Generation" Offensive for the Future, once again in 2001 the State Government has made available resources in support of newly established businesses. The Offensive for the Future encompasses, amongst others, Venture Capital Baden-Württemberg with a volume of 100 million DM, and New Business Associations which are represented on the campus.
Alongside loans and subsidies drawn from promotional schemes for individual companies, the State also provides financial support for the work of the Bürgschaftsbank and the venture capital association Mittelständische Beteiligungsgesellschaft Baden-Württemberg, standing in for part of their default risk.
The MFG Agency for Media, IT and Film Baden-Wuerttemberg is the competence centre of the federal state of Baden-Wuerttemberg in terms of media and IT development. Its objective is to actively promote the areas of media and communication as well as the film industry.
Baden-Württemberg is also a centre for the rapid-growth TIME (telecommunication, information technology, media and electronics/electrical engineering) sector.

The Baden-Württemberg stock exchange in Stuttgart (the capital) is successfully competing with the German stock exchanges. Its orientation towards private investors has paid dividends. Stuttgart now takes a clear second place among the floor trading stock markets in Germany, and was also distinguished in 2001 in the Internet ranking as the "best stock exchange". This has permitted Stuttgart to make the leap from the traditional regional stock exchange to an exchange for private investors.
The State Government formed for the legislative term from 2001 to 2006 comprises the Minister President, eleven Ministers, one Secretary of State with cabinet voting status and in an advisory capacity one honorary State Counsellor and six political Secretaries of State.
The Cabinet takes decisions relating to bills, basic political issues, significant projects with relevance for State politics as well as important administrative and personnel questions.
Alongside the Ministry of State as the authority of the Minister Presidents, there are a total of nine Ministries. The authority of the Minister President to decide on Government policy leaves scope for the State Ministers to act within their respective departmental fields. The vast majority of Ministers are elected Members of the State Parliament.
The State Parliament has a total of 128 members.
The role of the Parliament is laid down by Article 27 of the State Constitution:
One of the fundamental elements of the democratic state is the judiciary, which monitors that the constitution is adhered to. In Baden-Württemberg, this function is fulfilled by the State Court of Law.
The State Court of Law comprises nine members - three professional judges, three members qualified to hold judicial office and three members who are not qualified to hold judicial office. The members of the State Court of Law are elected by the State Parliament for a term of no more than nine years.

meaning of "totalisator" as follows:
In many countries, especially in Europe a percentage of the lay-in of the totalisators goes to good causes (mostly to sports activities). And that is the case in the German Federal States as well. After the Second World War 2 the German States had no financial means for sports. The sports- and especially football associations started football pools. In 1948 and 1949 the official Football Toto Companies in the German bundesländer were established. In Baden-Württemberg in 1948, the "Staatliche Sport-Toto GmbH" (State Sport Toto Company) was founded and the first toto betting took place in the then Württemberg- Baden at October 3rd, 1948, when 10 results of German football matched should be prognosticated.
1948 On August 18th the Parliament of
Württemberg-Baden passed the'Gesetz über die Sportwette', Law on
Sportsbetting. The Ministry of Finance instructed (VO Nr. September
13th, 1948) to establish the
Staatliche Sport-Toto GmbH.
1949 Launching of the '1', '2' and '3' toto sports betting. On January 15th, for the first time 'Württemberg-Hohenzollern' took also part in the toto betting. Introduction of the 12 bets (12 match results) on March 20th.
1956 Toto 12 is taken over by all the German Toto-Lotto-Companies. The first German wide pooling. On October 7th, start of '7 out off 36' (pick your bet).
1958 Special betting in relation with the World Championship betting.
1962 Introduction of '6 out off 36' on October 7th. In Baden-Württemberg this product started at January 6 1963.
1964 "6 out off 39" with five winning'classes' starts on January 19th. Introduction of 8 bets of the Bundesligaspiele (highest national German football league game) with two 'classes'. The toto 13 still stays. According to the agreement of July 1st, 1964, the then all 11 Toto-Lotto companies established the German Toto-Block.
1969 Introduction (August 10) of the 11 toto results betting (1, 2 or 3), with three different winning 'classes', after having tried several versions with number of prognosticationed matches: 8, 9, 10, 12, 13 and 19.
1975 The 'pick your bet' becomes '6 out off 45'. At the same time a Jackpot is introduced. Most goals scored.
1981 Lay-in and winning quota doubling. 3 million DM is the limit.
1985 The top prize limit is abolished on June 1st.
1988 Change of participation conditions makes it possible to bet also on youth-, women- and indoor-football matches.
1996 Change of 'pick your bet' "6 out of 45" on February 10th. Now the winnings are the 6 matches with the highest numbers of goals (used to be draws!). Introduction of the winning class "3 Correct + extra game". Lay in from 1 DM to 1.25 DM.
1998 After 103 betting rounds of 'Torwette' (betting on the number of goals) '6 out off 45' is replaced again by the matches with a draw (equalisers).
It is generally accepted that the number lotto is coming from "Lotto di Genova" (Lotto of Genoa) in Italy. Already in 1620 elections took place for the city Senators via a lottery. On the 90 tickets 90 names were written and 5 Senators were drawn by lot. Now that does not look very democratic, however a new pass time was born: the lottery industry. Names were replaced by numbers and the product "5 out off 90" was 'invented'.
In the middle of 18th century the Lotto had already spread in Germany and around 30 Lotto organisations in some 40 cities were operating. In this period 'Father' State took over and the first State monopolies were born.
1772 Herzog Carl Eugen imported the lottery "5 out off 90" in Württemberg. Some year later lotteries were banned. This was only lifted in 1958 when the State number lotto was launched.
1953 On January 11, the Deutsche Klassenlotterie Berlin introduced the number lotto, according to 'Lotto di Genova's' 5 out off 90. Fifty percent of the layin was prize money (in 4 classes).
1955 Hamburg, Schleswig-Holstein, Nordrhein-Westfalen and Bayern started with the 'Zahlenlotto "6 aus 49"', Numberlotto 6 out of 49. The first draw took place at October 9 and the lay-in was 515,828 DM.
1956 Bremen (May 13th), Niedersachsen (June 10th), Hessen (September 2nd.) and Rheinland-Pfalz (December 2nd) introduced the number lottery. Introduction (June 17th) of the Zusatzzahl (extranumber). First Lotto winning (September 2nd) over 1 million DM (1,043,364.50 DM). Winning is limited to 500,000 DM from October 21st.
1957 Saarland (January 6th) introduces the numberlotto "6 out off 49".
1958 The Parliament in Stuttgart passed, March 6th, the law on the number lotto in Baden-Württemberg, that came into power on March 19th. On March 28th the Staatliche Sport-Toto GmbH became a member of the German Lotto-Block.The first lotto draw with participation with badenwürttembergers was on April 13th, with a lay-in 812,893 DM.
1959 The German Klassenlotterie Berlin stops with "5 out off 90" and becomes member of the German Lotto Block (October 9th).
1962 Introduction of an own winning class for 5 correct and the extranumber: five winning classes.
1965 First live broadcast of the draw of the
lotto number on September 4th. Draws
will take place from Frankfurt and the
Saturdays – used to be Sundays- will
be the day of the lotto draw.
1974 The winning limit is raise to 1.5 million DM from July 6th
1977 From September 3rd in Baden-Württemberg the game 77 can be crossed on the betting slip as an extra lottery.
1981 Doubling lay-in, from a half DM to 1 DM, and doubling winning quota (July 4th). Winning limit is raised to 3 million DM.
1982 Introduction of Midweek lotto "7 out
off 38 on April 28th. Lay-in is a half
DM per game. Live broadcast of the
draw on the 'Zweiten German Fernsehen'
(second channel, state broadcaster).
1985 The top prize limit is abolished on
June 1st and introduction of the
Jackpot.And immediately records are
broken: 6,018,284.50 DM (June 1st)
to 6,981,859 DM (June 29th).
1986 Transformation of the midweeklotto
to the formula "6 out off 49" with two
draws A and B (Lay-in 1 DM) on June
4th. New record (Saturday Lotto) on
April 19th: 7,206,999.70 DM.
1987 December 12th: 7,351,447 DM. 1988 Lotto lay-in for the first time over 1,000,000,000 DM.
1989 Another record breaker (Saturdays' Lotto) on December 30th 8,082,656.10 DM.
1991 The Staatliche Sport-Toto GmbH gets a new name: Staatliche Toto-Lotto GmbH. Introduction of the super number and 2 new winning classes for the Saturdays' Lotto. Lay-in is raised to:1.25 DM per game.
1992 Another record: 16,415,049.20 DM Lotto on Saturday March 28th. SUPER 6 becomes the second extra lottery on all betting slips in Baden Württemberg on December 5th.
1994 After a series of 10 Jackpots four winners have to divide: 42.27 million DM. Record breaker Lotto on Saturday on December 17th: 20,496,450.80 DM.
1995 Introduction of two SuperNumbers (Superzahlen) and two winning classes for Midweek Lotto on June 12th. Lay-in increased to 1.25 DM
1996 Another winning record (Midweek Lotto): 10,297,420.90.
1998 Baden-Württemberg Lotto's 40th anniversary. Première of ARD (another state broadcaster) Lotto Show on August 29th.
1999 Introduction of the winning class "4 correct and ExtraNumber" on May 22nd. In total there are now 8 winning classes. Lay-in up to 1.50 DM.
2000 From December 2, there exists only"Lotto", with a draw on Wednesday and Saturday. The winnig scheme for the then 'lotto on Saturday' account now for both Lotto draws.
The Staatliche Toto-Lotto Gesellschaft (State Toto-Lotto Company) operates, commissioned by the State of Baden-Württemberg by law or by order, lotteries and bettings. The authorised products are:
The details have been laid down in the Geschäftsbesorgungsvertrag (company's operating agreement) dated December 22, 1997.
With permission of the Interior Ministry the 'Staatliche Toto-Lotto GmbH Baden-Württemberg' also operates the private lottery "GlücksSpirale" (LuckySpiral).
The 'Staatliche Toto-Lotto GmbH Baden- Württemberg', together with its 15 other Lotto and Toto companies in Germany, established the German Lotto- and Totoblock, in the form of a company according to civil law in the form of a bloc agreement in the version of September 1st, 1997. The purpose of this cooperation, between the partners, is to create, operate and execute Lotteries and Sportsbetting with common rules.
The Staatliche Toto-Lotto GmbH Baden-Württemberg is member of the EL (European Lotteries) and the WLA (World Lottery Association).
World Championship Football
The Law "Gesetz zu dem Staatsvertrag über die Bereitstellung von Mitteln aus den Oddset-Sportwetten für gemeinnützige Zwecke im Zusammenhang mit der Veranstaltung der FIFA Fußball-Weltmeisterschaft Deutschland 2006 (October 1st, 2002)", Law for the Statetreaty to put at ones disposal of financial means coming from the Oddset-betting for the common use in relation with the organisation of the FIFA World Championship Football in Germany in 2006, makes it possible that from 2002 till 2006 financial means can be set aside to be used for the organisation of the World Championship to be organised in Germany.
From 2002 till 2006 each Lotto and Totocompany sets aside yearly 12,5% over the more lay-in from the 2001 Oddset-betting turnover. This money, which will not be more than 130 Euro, will be remitted to the DFB (German Football Association).

Totalisator
The following products are used as Totalisator principle:
For lotto, toto-11 and toto-select 50% of the lay-in is prize money, according to respectively prize classes. When there are in a prize class more than one winner the total sum of that prize class will be divided equally between the winners.
Rollover-Jackpot
The "Rollover Jackpot" or "rollierende Jackpot" arises, when in one of the two Lotto-draws on Wednesday or respectively on Saturday there is no winner in any winning class, than that winning sum will be added to the prize of the next draw (from Saturday to Wednesday or respectively from Wednesday to Saturday) in the same winning class of course.

The Law "Gesetz über öffentliche Spielbanken (Spielbankengesetz - SpBG)", Law on Public Casino's (CasinoLaw - SpBG), came into power on January 1st, 2002, and is a detailed law.
Paragraph 1 is on the casino license. The Ministry of Interior granted casino licenses to the cities Baden-Baden, Konstanz and Stuttgart. Other licenses can only be obtained with the permission of the state government via a decree, which should be agreed upon by the parliament.
The licensing period can not be longer than 10 years and a new license period can only be agreed upon no longer than three year of the expiring date of the old license.
Persons under 21 year are not allowed in the casino's. The casino's are controlled by the state and the responsible controling institute is the Regierungspräsidium (government presidentship) in Karlsruhe. The casino operator is obliged to pay to the state a casino tax.
Per calendar year with a brute lay-in up to 25 million Euro the operator pays 50%, over 25 million, from 25 to 50 million Euro 55% and over 50 million 60% of the brute lay-in. In the first, second and third year of operations, the operator can deduct respectively 30%, 20% and 10% of the total amount to be paid as casino tax. Casino operators are exempted from all other taxes.

1748 The first mentioning in an official document of licensed gambling in Baden-Baden
1809 Opening of the gaming room in the Konversationshaus on Marktplatz (Market Square), now the Town Hall. Gambling also took place in the Promenadenhaus, which was located where the Kurhaus is today.
1824 Friedrich Weinbrenner builds the Kurhaus. The gaming room there is today known as the Weinbrenner Room. The government of the Grand Duke in Karlsruhe signs a 15-year lease with the casino operator Chabert.
1838 The gaming rooms in the Paris Palais
Royal are closed. The Paris casino
lessee Jacques Bénazet takes over the
casino in Baden-Baden. The fashionable
game of roulette gradually
ousts the card games pharao and
rouge et noir.
1848 After the death of his father, Edouard Bénazet takes over the casino. The new lessee, who counts many prominent people among his friends, arranges for famous musicians and actors to come to Baden-Baden and organises the first Iffezheim race meeting in 1858.
1855 Edouard Bénazet inaugurates the new gaming rooms in the right wing of the Kurhaus, which were created by interior decorators and artists from Paris: the Winter Garden, the Red Room, the Florentine Room and the Salon Pompadour.
1872 The German government in Berlin orders the closing of all German casinos.
1933 The casino is reopened for business, to be closed again in 1944 in the final months of the second world war.
1950 Ceremonial opening of the "third" Baden-Baden casino, now a limited company.
