Rhineland-Palatinate is surrounded (clockwise) in the North by North-Rhine/ Westphalia, in the East by Hessen, in the south by Baden-Württemberg and at the other bank of the Rhine, France, then more East Saarland, Luxembourg and back in the North Belgium. No other German State has three other states as neighbour: France, Luxembourg and Belgium.
The one who says "Rheinland-Pfalz" immediately makes an association with great wines: Red wine, white wine and rosé. The six wine areas are Ahr (famous red wines), Mittelrhein, Nahe, Mosel-Saar-Ruwer, Rheinhessen and Rheinpfalz. Well known world wide wines are: Riesling, Silvaner, Müller-Thurgau, Morio-Muskat, Weißer Burgunder, Kerner, Ruländer, Gewürztraminer, Scheurebe, Portugieser, Spätburgunder und Dornfelder: Names made to be used as a series of scratch cards, showing their impressive labels.
Where good wines are growing, a rich gourmet culture originates automatically. So, it not so strange that a certain mr. Helmut Kohl in 1969 became the Minister President of Rheinland-Pfalz, where he stayed till 1971. From 1973 he was the chairman of the CDU party. The Chancellor was the robust power behind the swift Reunification of the two Germanies. In September 1998 Kohl lost the elections to Gerhard Schroeder, leader of the Social Democratic Party. It was stated that Helmut Kohl once said "I enjoy beating the heck out of the socialists", now after several financial affairs within the CDU the powerful Social Democrats was kicked out him self , after 15 years of ruling Germany.
Johannes Gutenberg (Mainz), inventor, developed printing some 1000 years ago. His innovation to use movable letters, he got from the wine press-system! He became the 'Man of the Millennium". Gutenberg, son of a patrician family of Mainz, therefore became the revolutionary founder of the age of communication. So he should be mentioned here, because what would have been the lottery and gaming industry without his innovation? .

On November 7th, 1948, three Sports Associations of the Land Rheinland-Pfalz, Rheinland, Rheinhessen and Pfalz, established Lotto Rheinland-Pfalz in Koblenz.
On September 23rd, 1956, a player won for the first time a prize over 1 million DM (1,518,966.50 DM). This record prize lead to heavy discussions. From 1956 the main prize was limited to 500,000.00 DM (± EUR 255,645.94). In July 1974 the highest prize was fixed at 1,500,000,00 DM (± 766.937,82 EUR). There was another raise in July 1981 to 3,000,000,00 DM (± 1.533.875,00 EUR). The limit was definitively abolished in June 1985. The highest prize so far in Rheinland-Pfalz was remitted to a happy winner on April 25th, 1998, who received tax free: 17,027,810.00 DM (± 8,706,181,00 EUR).
So far more than 700 players cashed more than one million DM (511.292,00 EUR ).
Weekly, via the sales points (1.600) in Rheinland-Pfalz, approximately 300,000 winning tickets are paid out.
The Lotto Rheinland-Pfalz GmbH (limited liability company) was on November 1948 established as Sport-Toto GmbH by the Sports associations of the state (Sportbünde, sports associations, Rheinland e.V., eingetragener Verein, which stands for 'registered club', Pfalz e.V. and Rheinhessen e.V.) as a selfproviding money generator for supporting of sports activities, cultural and social good causes.

The registered company Lotto Rheinland-Pfalz GmbH dated from December 13th, 1967, in its last version dated from April 23rd, 2002 is the legal form of the company.
The Lotto Rheinland-Pfalz GmbH (LRP) operates Sportsbetting as well as lotteries and organises lottery draws according to 4 the law. Besides sportsbetting (result betting, 6 out off 45 and Oddset) on basis of a long term bilateral cooperation between the Land Rheinland-Pfalz and the independent state of Luxembourg, the German Lottery Number Lotto, Spiel 77 and the lottery Super 6 are also sold, via an exclusive representative agency in Luxembourg.
The LRP is, like all German Lotto- and Toto–companies, member of the German Lotto-Toto-Block. The cooperation between the independent companies are laid down in the Lotto-Toto-Block-agreement dated June 5th, 1996 and the last version is from May 22nd, 2000. The common terms of the German Lotto-Toto-Block are executed in the Block meetings and in the scientific commissions of 'Legislation', 'Promotions', 'betting slips', 'technical matters' and 'GlücksSpirale'.
The LRP, since 1953 founder member of 'Intertoto', became automatically as part of the merger of Intertoto and AILE member of the World Lottery Association (WLA). The WLA is the umbrella organisation with 173 members from 81 countries from all 5 Continents. The LRP became also member of the European Football Pool (EFP) in 1967. This organisation is responsible for the executing of the UEFA Interntoto Cup, which gives football punters a chance to play in the summer as well (when all other football leagues are stopped). In 1999 LRP joined, just like all other companies of the German Lotto - Toto-Block, the new founded European State Lotteries and Toto Association (EL).
Commissioned by the German Lotto-Toto-Block the LRP is responsible for the draw of the winning numbers of 'Lotto on Wednesday', as well as 'Spiel 77 on Wednesday' broadcast by public broadcaster ZDF in Mainz.
In 2000 the 'Staatlichen Lotterieverwaltung München' (state lottery Munich) started a cooperation agreement with the LRP concerning the internet applications and execution for the Oddset sportsbetting and since 2001 also for the Glücks-Spiral lottery, Lotto 6 out off 49, Spiel 77 and Super 6. The Staatlichen Lotterieverwaltung München is working on a provision basis.
In August, 2002, Swedish EssNet received an order from Lotto Rheinland-Pfalz, to provide an ELOS e-Channels(tm) interface to the ELOS system. Installation took place in December, 2002, and Lotto Rheinland-Pfalz is now able to offer their games via Internet, accepting lottery selling transactions directly into the ELOS system.
On January 1st, 2002, the Minister-Presidents of the 16 German states agreed that the Lotto companies of these countries would support financially the organisation of the World Championship Football 2006, to be organised in Germany.
The German Football Federation (DFB) will receive 12% above the fixed turnover of 2001 of all the Oddset betting till 2006. The generated financial needs should be used for cultural aspects surrounding the World Championship, as well as for the (re)construction of the stadiums. So a part of that generated money will come back to Rheinland-Pfalz, because the Stadium in Kaiserslautern is (laying in Rheinland-Pfalz) one of the venues, where the WC football-matches will take place.
The Law "Gesetz zu dem Staatsvertrag über die Bereitstellung von Mitteln aus den Oddset-Sportwetten für gemeinnützige Zwecke im Zusammenhang mit der Veranstaltung der FIFA Fußball-Weltmeisterschaft Deutschland 2006 (October 1st, 2002)", Law for the State treaty to put at ones disposal of financial means coming from the Oddset-betting for the common use in relation with the organisation of the FIFA World Championship Football in Germany in 2006, makes it possible that from 2002 till 2006 financial means can be set aside to be used for the organisation of the World Championship to be organised in Germany.
From 2002 till 2006 each Lotto and Toto-company sets aside yearly 12,5% over the more lay-in from the 2001 Oddset-betting turnover. This money, which will not be more than 130 Euro, will be remitted to the DFB (German Football Association).

The LRP share of the total German Lotto-Toto-Block turnover in 2001 was for the traditional lotteries, the GlücksSpiral and the Super 6 is 5.5%. For the Losbrief this was 3.4 %.
Since the establishment in 1949 more than 16 Billion DM turnover was realised, 50% has been paid out to winning players.
Lottery tax, Concession fees and good causes in total remitted to the Land Rheinland-Pfalz: approximately: 6 Billion DM. In 2000 that was approximately 320 million DM (163,613,401 EUR) and in 2002 that amount was 178 million EUR (37%) In 2002 there was not a sensational Jackpot, which should have helped the financial results.
The last version of the casino legislation for Rheinland-Pfalz came into power at 4 am on January 1st, 2002. At the same time some other laws were put out of action, such as the law concerning the closing and restriction of public casinos dated from July 1st, 1868 (!) in the version of the announcement date August 18th, 1972.
In land Rheinland-Pfalz only two casinos are allowed: in Bad Neuenahr-Ahrweiler and Mainz . In Bad Dürkheim, Bad Ems and Trier existing branch establishments are allowed.
Concessions are issued by the State ministry of Justice in cooperation with the Ministry of Finance. The Confession are issued for a period of 10 years with a possibility to renew for a maximum period of 10 years.
