The Saarland State has France and Luxembourg as its neighbours, in a "triangle of nations" also known as "Saar-Lor-Lux" (Saarland-Lorraine-Luxembourg). In the east Rheinland-Pfalz (Rhineland-Palatinate) is the neighbour of Saarland, the coal and iron/steel state.
Following the war, France put through autonomy rule with an economic relationship for Saarland, which was laid down in the Saarland Constitution of December 15th, 1947, as approved by the people in the state parliament elections of October 5th, 1947. After long disagreement, France and the newly-formed Federal Republic of Germany agreed to a European statute for Saarland which was rejected by the people in the plebiscite October 23rd, 1955. This cleared the way for the Luxembourg Treaty of October 27th, 1956, in which France and the Federal Republic of Germany agreed to the return of Saarland as a German federal state as of January 1st, 1957. The economic reintegration, with a currency exchange from the franc to the Deutschmark, followed on July 6th, 1959.
In the 1960's, the coal industry crisis began, the iron and steel industry crisis followed in the 1970's. Now the use of new technology is promoted.
Research and scientific facilities have increasing importance for the future of Saarland. Technological expertise is heavily concentrated in the universities and colleges of Saarland, and with an improved transfer of this technology, market-ready products and services can be created. Research facilities and an expanded infrastructure for research are crucial steps toward the founding of new businesses and the creation of new jobs.
Today there are many examples of this state-of-the-art quality. The research facilities of Saarland, with its capital Saarbrücken, have an excellent reputation in the fields of information and communication technology. Many start-ups have developed from Saarland's college and university environment, and they can look forward to rapid growth in booming business sectors. The state government promotes this development with initiatives and support programs of its own.
Business investments that increase the competitiveness of Saarland and create or secure jobs are targeted and supported in connection with state, federal and EU programs for increasing employment and improving infrastructures.
There are a large number of industrial and business areas available in Saarland. Cities and communities commit considerable public resources to this end.
Start-up centers, located in all parts of Saarland, ensure good start-up conditions and currently provide workplaces for 1,200 people. 130 young firms, more than half of them new start-ups, are located in these centers.
The Science Park near the University of Saarland is a highlight in Saarland's economic evolution. Modern, fully equipped rooms are available here for enterprises with a technology focus that require proximity to the best research facilities.

The Saarland-Sporttoto GmbH (Gesellschaft mit beschränkter Haftung), limited liability company, was established on July 18th, 1951. The underlying legislation for operating the Saarland -Sporttoto GmbH is a.o. the 'Gesetz über die Veranstaltung von Sportwetten in Saarland' (Law on organising of sports bets in Saarland) dated June, 1951, in the version of March 25th, 1998, latest changed on December 14th, 2000, as well as the 'Lotterie-verordnung' (Lottery regulation) dated from, March 6th, 1937 in the version of February 5th, 1997, and the present issued permissions by the Ministry of the Interior and Sports.
The legal established company in the version of August 18th., 1999, is in effect. The founders share is 2,357,143 Euro. The shareholders are the State of Saarland with a participation of 1,346,939 Euro and the Saarland Sports Association with 1,010,204 Euro.

Above that the company is allowed to participate in other companies, acquiring of immovables and to administer them, as long as it is beneficial for the company.
The Ministry for the Interior and Sports is responsible for the inspection and control. The Finance Ministry and Federate Affairs is responsible for the conduct of the State participation.
Saarland-Sporttoto is being represented in the Grand Duchy of Luxembourg via a general branch, so being able to sell its betting products in Luxembourg as well.
From the lay-in of the sports betting, Number Lotto (Zahlenlotto) and the auxiliary lotteries (Zusatzlotterien)12.5% (11.61%)* is remitted to the activities of the Saarland Sports Association. Another 3.65% (3.39%)* goes to good causes, such as cultural activities and social organisations.
*This applies for Oddset Combination betting.
According § 5 section 3 of the Law on sports betting the company decides with the approval of the responsible inspector of the use of the surplus, after reduction of "costs and tax". The net yield of the 'Losbrieflotterien' (lot-envelope-lottery) is remitted to cultural institutes and organisations of the environment. The goodcauses-money of the "GlücksSpiral" (LuckySpiral) goes to four different organisations.
The lottery sovereignty in the German Federal Republic is enforced by the federal states. So there are accordingly sixteen economical, organisational andjuridical independent companies, which have activities limited in there own jurisdiction of that German federal state. Those companies are cooperating together in the German Lotto and Toto-Block to realise the organisation and execution of lotteries and sports according to common uniform gaming plans. The cooperation is very successful for similar gaming lay-in, pay-out logistics, winning quotes, as well identical juridical regulations towards the players.

Super 6 is originally the State Lottery of Saarland, which has been adopted by all other 15 State lotteries as the second auxiliary game, besides Spiel 77.
World Championship Football in 2006
On January 1st, 2002, the Minister-Presidents of the 16 German states agreed that the Lotto companies of these countries would support financially the organisation of the World Championship Football 2006, to be organised in Germany.
The German Football Federation (DFB) will receive 12% above the fixed turnover of 2001 of all the Oddset betting till 2006. The generated financial needs should be used for cultural aspects surrounding the World Championship, as well as for the (re)construction of the stadiums.
The Law "Gesetz zu dem Staatsvertrag über die Bereitstellung von Mitteln aus den Oddset-Sportwetten für gemeinnützige Zwecke im Zusammenhang mit der Veranstaltung der FIFA Fußball-Weltmeisterschaft Deutschland 2006 (October 1st, 2002)", Law for the State treaty to put at ones disposal of financial means coming from the Oddset-betting for the common use in relation with the organisation of the FIFA World Championship Football in Germany in 2006, makes it possible that from 2002 till 2006 financial means can be set aside to be used for the organisation of the World Championship to be organised in Germany.
From 2002 till 2006 each Lotto and Toto-company sets aside yearly 12,5% over the more lay-in from the 2001 Oddset-betting turnover. This money, which will not be more than 130 million Euro, will be remitted to the DFB (German Football Association).

Saartoto was established in August 1951 and was an initiative of the Landessport-verbandes Saarland (LSVS), Saarland's State sports association. The shareholders are:
In the year of establishment 1951 the turnover was 3.7 million Euro and in 2002 that was around 147 million Euro. In 2002 around 70 million Euro was paid out to the winners of Saartoto.
Cumulative there was a turnover of 2.7 billion Euro over the period 1951- 2002. In that same period 630 million Euro was donated to good causes and the state acquired 470 million Euro as taxes.
The highest paid out prize was 5.4 million Euro (1998).
Saartoto may be looked at as one of the smaller players in Germany, but they produced many new innovative betting products. Many products of this "Gaming Factory" have been adopted by the German Lotto- and Totoblock. One such product was the 'Zusatzlotterie', the auxiliary lottery, which was already introduced in Saarland in 1952. The 'Super 6' and the 'Spiel 77' has been contrived by Saartoto. Also the Christmas Lottery was a first of the Saarlotto, which started in 1952 and was taken over by the Block in 1964. Another idea of Saartoto was the 'Ersatzauslosung', a draw replacing the football results when matches were postponed.
German Lotto- and Toto-Block
In 2001 the 16 companies of the German Lotto- and Toto-Block could realise for the fourth year in a row a significant higher turn-over. With a growth of 4.3% or 350 million Euro, totalising 8.47 billion Euro, which was a new record. The new Bundesländer saw an increase of 4.8% (2000: 5.4%).
The lay-in of the German Lotto- and Toto-Block pro capita in 2001 was 102.90 Euro, which is 1.98 per week. In 2000 the pro capita was: 98.71 Euro.

The workers organisation of voluntary social work and welfare in the Federal Republic Germany. This body employs more than 1.1 million people, mainly working in the approximately 91,000 institutes with around 3.2 million beds and working sites. Above that more than 35,000 volunteers are helping at homes, where extra support is needed.

The Ministry of Interior and Sport is authorised to execute these regulations and by-laws and may issue general administration instructions, such as a breach of the rules concerning the issuing of the execution of the regulations with a fine not higher than 5,000 Euro.
